The Pennsylvania Dyslexia Literacy Coalition (PADLC) is a Standing Committee of PBIDA. It advocates for legislative initiatives to promote dyslexia awareness and literacy for all children. This includes improving teacher training, and work on the Dyslexia Literacy Pilot Program.
Pennsylvania has enacted a Pilot Program to measure how early screening and targeted evidence-based reading instruction delivered with fidelity by a trained interventionist will improve reading performance and reduce special education referrals.
The program begins in the fall 2015 and will run for three years in three school districts. The three districts chosen are Crawford, Governor Mifflin and Delaware Valley.
While screening tools are widely used throughout the state, the pilot program will focus on rigorous diagnosis of screening results and the design of remediation plans to show what schools should do after children who are at risk are identified through early screening. A final report to be submitted to the legislature after the three years will show how effective early intervention can improve grade-level reading and reduce referrals for special education services.
